I wasn't entirely sure what heading was appropriate for this topic, but I thought the content was interesting enough to post up for you guys to check out...

It's been redacted to a large degree, but you can download the entire manual in a variety of file types. The posted section deals with attendance, tickets and the handling of "demonstrators."

"There are several ways the advance person can prepare a site to minimize demonstrators. First, as always, work with the Secret Service and have them ask the local police department to designate a protest area where demonstrators can be placed, preferable not on view of the event site or motorcade route.

The formation of “rally squads” is a common way to prepare for demonstrators by countering their message. This tactic involves utilizing small groups of volunteers to spread favorable messages using large hand held signs, placards, or perhaps a long sheet banner, and placing them in strategic areas around the site.

These squads should be instructed always to look for demonstrators. The rally squad's task is to use their signs and banners as shields between the demonstrators and the main press platform. If the demonstrators are yelling, rally squads can begin and lead supportive chants to drown out the protestors (USA!,USA!,USA!). As a last resort, security should remove the demonstrators form the event site. The rally squads can include, but are not limited to, college/young republican organizations, local athletic teams, and fraternities/sororities.

For larger rallies, the squads should be broken up into groups of approximately 15-25 people. A squad should be placed immediately in front of the stage, immediately in forgot of the main camera platform, close to the cut platform, immediately behind the stage area (if people are being used as the backdrop), and at least one squad should be 'roaming' throughout the perimeter of the event to look for potential problems."

actually i would be surprised if it wasn't created sometime during Bush Sr.'s reign. i experienced many of these tactics circa 1990, and a very well developed form during the Democratic National Convention in 1996 in Chicago.

during that convention, protesters were kept far far away from the convention site, even down to severe police tactics such as locking down the neighborhood closest to it (you had to show an id with a local address to be admitted through the checkpoints, which didn't work well for many of the people who lived there), police raids on protester gathering places, police helicopter surveillance and other things that are de rigeur nowadays.

(at the DNC, i'd say that the primary source was the Chicago PD, but no doubt was approved by the Democratic powers that be.)

let's not forget that all these insane powers that have gone over the top in today's neo-con universe will likely continue to be used by the possible "democratic" new order, should they be allowed to be elected. history shows it to be so.

the only thing that may stop them is suing the crap out of them and making them pay millions in damages.

I love that they all look about my parent's age and that they're there holding the line to make sure the young kids don't get beat up by the riot police.


I was making the same point that simular behavior is likely to occur when/if the democrats win the presidency, look how easily the democratic congress approved the increased wiretapping bill a few weeks ago, there is no real impetus to STOP such behavior, only codify it so it has the sheen of legality on it. At this point I think the major difference between the party is one wants to do it if it's legal or not, the other wants to make it legal then do it.

pretty cool, huh? i've never seen such bad blending in my life. as someone said in the other thread, it's as if my parents were trying to go punkrock for Halloween. duct tape and cheesy spraypaint? check. matching brand new scarves? check. rock glued to my palm? checkedy-check.
